Understanding Manitoba's Private Security Regulations
A plain-language guide to the licensing regime that governs every security officer in the province.
01
The regulatory framework
Every security officer working in Manitoba operates under the Private Investigators and Security Guards Act and its associated regulations, administered by Manitoba Justice. The framework covers licensing, training, conduct standards, and enforcement. Any provider operating without these credentials is operating outside the law.
02
Licensing categories
Manitoba distinguishes between security guard licences, private investigator licences, and business licences for the agencies that employ credentialed officers. Every credentialed officer carries a physical licence card; every legitimate agency carries a business licence issued to the operating entity.
03
Training requirements
Base training for a Manitoba security guard licence includes coursework in the Act and regulations, criminal law fundamentals, use-of-force principles, communication and de-escalation, incident-report writing, and basic emergency response. Beyond base training, sector-specific certifications — WHMIS, first aid, healthcare de-escalation, mine-site orientation — layer onto the credential as required by the client environment.
04
What clients should verify
Before signing an agreement, procurement leads should verify (1) the agency's Manitoba Justice business licence number, (2) that individual officers assigned to the site hold current guard licences, (3) that the provider's commercial insurance profile matches the client's risk register, and (4) that the provider can produce documentation for any sector-specific certifications the environment requires.
